Glen Arbor Town Board Regular Meeting
November 27, 2007

Supervisor Soderholm called the regular meeting of the Township Board to order at 7:30 PM, in the Glen Arbor Town hall meeting room. All board members were present. The Pledge of Allegiance was recited. The agenda was presented and approved as amended by motion. Minutes of regular meeting 10/18/07 were approved as amended by motion. Pubic comment – none. Deputy Rocky Cadieux reports 9 complaints in October, 58 YTD. Treasurer’s report was given with cash on hand of 1,696,136.42. Bills for the General Fund for $27,162.69 were approved by motion. Bills for Emergency Services for $155,322.93 were approved by motion. Empire Airport Authority received a $750.00 annual payment. Fire Chief John Dodson presented monthly report. Emergency Services Advisory Commission report from Batterson: Allocation of annual capital income, Solon Township, PILT funding, county cooperation meetings, and the Empire consolidation plan were the topics for the monthly ESAC meeting. Township Assessor, Polly Cairns reported that over 5,400 photos, sketches, and attachments are on file and assessor work is going well. AFLAC supplemental insurance plans were presented to Board. Other Townships in the County have been working with AFLAC. Zoning report by Hawley - 6 permits issued. Correspondence was received. Simen, Figura & Parker regarding billing to Consumers Power from Fire Department, Leelanau Vacations Rentals regarding zoning ordinance, and others. Unfinished Business – PILT update by Supervisor Soderholm. Leelanau County decided to disburse 60% of the PILT money to the townships for future years, not for services rendered in the past. Soderholm, in a letter to the county, requests 75% using the current monies in the County’s budget. County’s final, formal action passed the original plan (60%). Motion carried to authorize Supervisor and Fire Chief to bill Leelanau County for services rendered (services within the National Lakeshore). Minutes from 2 meetings of the Public Restroom Committee, 10/30/07 and 11/13/07, were presented. By motion approved payment of $13,744.00, with a down payment of 10%, to Lapham and Associates. Lapham will provide preliminary sanitary sewer and water systems approvals, attend preliminary plan meetings, prepare final site plan and architectural plans, and provide project administration. A kiosk for the Chamber of Commerce is part of the plan and, according to committee, has 100% support from the Chamber. Thompson mentioned that the Glen Arbor Art Association is looking at a kiosk at the location as well. Gretzema and Kelly would like to see the figures for the building design and maintenance costs schedules. This year’s current budget for the Public Restroom project is $25,000. Subsequent motion by Quick, second Kelly, to establish a Special Assessment District to support the construction and design of a public restroom. After further discussion, motion failed 2-3. New business – Charter local franchise agreement will be discussed at next month’s meeting. Planning Commission Report – Kelly reported on Nov. 5 meeting. Signage was discussed. Leelanau Vacation Rentals removed signs promptly, other companies have not LVI owner believes regulations should: limit the number of people, prohibit signs on property, enforce that renters abide by all local laws and ordinances, and that rental agents and/or owners must be available to handle problem renters. Public Comment – Leelanau Enterprise, Amy Hubbell, confirmed location of the proposed public restroom is at the old Fire Hall and the sewer/drain field would be in the tennis court park area. Board Members comments – Gretzema suggests writing letter to Leelanau County regarding PILT money with itemization of our costs. In addition, the letter should reflect the Board’s disappointment with County’s decision of 60% refund. Soderholm will write letter and include a copy of our ordinance and a bill for services rendered. Adjourned 9:09 PM. Respectfully submitted, Dana Roman, Deputy Clerk.
