The Leland Township Board approved spending up to $20,000 for two change orders related to the Leland Harbor revitalization project.
At its meeting Monday, the board unanimously approved change orders requested by the Abonmarche engineering firm of Grand Rapids for additional engineering and drawing work for revised plans to improve the Leland Harbor. The first change order is for $10,000 for work the firm has already done in preparing new engineered plans for harbor project. The second change order is also for $10,000 to have the firm to draft new engineered drawings for the revised plan.
Last month, the township Harbor Commission learned that the Army Corps of Engineers had rejected proposed revised plans to allow up to 66 boat slips with a 50-foot incursion into the three-acre federal anchorage area along the west breakwall of the harbor. Harbormaster Russell Dzuba said the commission instructed Abonmarche to revise the plans to allow the harbor 60 new slips, with only a small incursion into the federal anchorage area.
Supervisor Harry Larkin said Monday night that the Army Corps has indicated it could approve the new plans once they are formally submitted. “The plan is to have the Army Corps officials approve the plans by May and put together a bid package. Bids would be received in June and awarded in July with work to start in late September, early October,” he said.
The $3.5 million improvement project is being funded by 75-25 local match grant from the state Department of Natural Resources. In addition to the new dock and boat slip space, the harbor will have a new shower building and office facilities for the marina staff; a second boat launch will be added to existing ramp; the electrical and water service to individual slips will be made; and the parking area will be improved. The local match will be made out of a reserve fund paid into by fees generated by marina users.
In other business, the board:
• Unanimously accepted with regrets the resignation of Richard Plamondon of Lake Leelanau from the township Planning Commission and the Zoning Board of Appeals. Larkin said Plamondon has been serving on both bodies for about 30 years. In his letter of resignation, Plamondon said he is spending more time in warmer climates in the winter and did not think it was fair of him to keep a position on the two boards while he is away. In a related matter, the board unanimously reappointed Darryl “Skip” Telgard of Leland to the planning commission for a three-year term. His term expires in August 2010.
• Unanimously approved a request from the local Girl Scout troop for a vendor’s permit to sell Girl Scout Cookies within the township in February and March.
• Set the date for the Annual Meeting on March 15, 2008 at the Old Art Building in Leland. Larkin said the township usually holds the Annual Meeting on the last Saturday in March, but since Easter falls during the same week this year a new date was set. There will be social coffee hour starting at 9 a.m., with the Annual Meeting beginning at 10 a.m
