Synopsis - Glen Arbor Town Board Regular Meeting
January 22, 2008
Supervisor Soderholm called the regular meeting of the Township Board to order at 7:30 PM, in the Glen Arbor Town hall meeting room. Treasurer Gretzema excused absent, all other board members present. The Pledge of Allegiance was recited. The agenda was presented and approved as amended by motion. Minutes of regular meeting 12/17/2007 were approved by motion. Pubic comment – none. Deputy Rocky Cadieux submitted written report with year end totals. Glen Arbor represents 6% of total complaints with 1,162. Treasurer’s report was given with cash on hand of $4,196,195.29. Disbursed $2,552,565.17 on 1/10/2008. Bills for the General Fund for $21,534.29 were approved by motion. Bills for Emergency Services for $62,017.49 were approved by motion. Fire Chief John Dodson presented monthly report. Call volume for 2007 up 20% from previous year. Approved purchase of a copy machine $3,808 with additional monies for annual maintenance which includes toner. Emergency Services Advisory Commission report from Dodson, in Batterson’s absence. A staffing vacancy is filled by Peter Stern who will begin working this week. Ladder truck was invaluable at the extensive water leak and chimney fire at the LeBear Resort. Assessor report submitted in writing. The reassessment process is nearing completion and assessors would like to have a community informational meeting. February 18th, 2008 at 7:00 p.m. was set to invite the public to see Township’s full reassessment project. Zoning report by Hawley - 1 permit issued. Correspondence was received covering paving of Cheney Road and public restroom issues. Glen Lake Community School sent money to cover some costs of tennis courts by the high school’s team. Elmer’s is designing and constructing a gray-water pumping and drain field project for 14 homeowners on Harbor Island. They will pump gray water under Brooks Lake using directional boring. By motion the Board declined participation in permit approvals. This is a friendly denial, removing the township’s involvement in the permit process. Nothing to report in the PILT negotiations with the County. Public restroom update - Two plans were submitted with designs for the bathroom at Old Fire Hall property. Plans are comprehensive and include landscaping. There is no cost estimate yet. Thompson commends Glen Arbor Art Association for their work on the project. New Business - Glen Lake Association requests $5,000 to assist in their care of the Glen Lakes. The Association reported their costs for water quality programs in 2007. Water itch costs were $43,000, $20,900 for invasive species control (boat launch wash), and $5,564 for buoys and insurance. Since 1995 the Township has paid GLA $1,000. Soderholm will take request in to the budget negotiations. Board meeting dates for 2008-2009 were approved by motion. Regular meetings are the 3rd Tuesday of the month at 7:30 p.m. The Annual Meeting is Saturday, March 29, 2008 at 10:00 A.M. in the Town hall. Town hall rate adjustment approved by motion. Residents and taxpayers pay $300/day for hall rental. $500 for non residents. Requests for using or renting the hall or meeting room should be received in writing prior to event (for preparation and cleaning) will be charged $200/day. A $150 cleaning deposit is collected and reimbursed if clean up is thorough. Special meeting dates for budget workshop: Wednesday 1/30/2008 and 2/13/2008 at 3:00 p.m. Authorization to proceed in litigation against Consumers Power for charges by Emergency Service vehicles and personnel for downed lines. Planning Commission Report – Kent Kelly reported on regular meeting of January 02, 2008. A February public meeting is scheduled. Public Comment – none. Board Members comments – Thompson commends Glen Arbor Art Association’s Sara Litch for work on the bathroom area. The landscape drawings reflect a lot of hard work and enthusiasm. Supervisor comments – Soderholm is continuing talks with Empire Supervisor, Bill Bolton, regarding cooperative fire and rescue services. Conference room at Empire Fire Hall is going to be converted to a sleeping area for on call crew. Invoicing and bill payments of the two townships will remain in the Glen Arbor office. Any savings realized by the consolidation will be passed on to Glen Arbor and Empire based on a formula using population, number of buildings, acreage, and other considerations. Adjourned 9:43 PM.
