Voters in Leelanau Township will decide the fate of two millage renewals in the August Primary Election following action by the Township Board at a special meeting Saturday.

Supervisor James Neve said Monday the board unanimously approved a motion seeking a .4641-mill for four years levy to augment the township’s general operations property tax. If voters approve the general fund addition millage it would generate an estimated $167,076 in revenue for the township’s general fund.

Also sought is renewal of a 2.2-mill property tax for four years to pay for township emergency services. If approved by voters, the 2.2-mill property tax would generate an estimated $792,000 in its first year.

“Both of these millages are needed and are renewals of millages that expired in December 2007,” Neve said.

The board amended the proposed 2008-09, 11-fund budget to include revenues from the millages.

General fund revenues would increase from $513,574 to $680,650, while emergency service fund revenues would go from $544,570 to $861,100 with voter approval of the millage.

The board also approved a recommendation from Neve to hire Wade Trim, a Traverse City-based engineering firm, to apply for a coastal management grant from the Michigan DEQ to help pay to revise the township Master Plan. The work will cost $2,500 and would cover putting together and submitting the grant application to the state agency.

During a public hearing on the proposed 2008-09 budget, residents from Omena said they want the beach area at Omena expanded, if possible. County commissioner and Omena resident Mary Tonneberger said there is an adjacent parcel for sale. She said the beach is very popular during the summer.

“It a good swimming area, especially for young children,” Tonneberger said.

Residents also urged the board to consider renovating the Omena fire hall.

Neve said the board may inventory all parks in the township to see what improvements are needed.

The board approved an 11-fund budget calling for $1,821,247 in expenditures, up 6.5 percent from $1,709,684 for 2007-08. Total estimated revenues for 2008-09, including the general fund additional and emergency services millage requests, is $1,965,650 up 2.3 percent from $1,920,530 for 2007-08.

The general fund budget calls for $619,317 in total expenditures, down 14.6 percent from $691,042. Including the $167,076 in property tax revenues being sought in the millage renewal, the general fund would have $680,650 in estimated revenues. If this figure holds true for the fiscal year, the general fund balance would increase 38.5 percent from $159,012 as of April 1, 2008 to an estimated $220,345 on March 31, 2009.

The emergency services fund lists $744,582 in total expenditures for 2008-09, down 2 percent from $760,445 for 2007-08. Including the $792,000 being sought in the 2.2 millage renewal, there would be an estimated $861,100 in revenues, not including the fund balance, for emergency services, up 5 percent from $820,339 for 2007-08. The emergency services fund balance is $475,470 as of April 1, 2008. If the expenditures remain the same as shown in the budget, the fund balance would increase 24.5 percent to $591,988 by March 31, 2009.

Police services fund revenues are estimated to increase 8.9 percent to $195,252 from $179,261. Expenditures are expected to increase 1.8 percent, from $84,500 to $86,000. The township has an agreement with the county Sheriff’s Department to provide a vehicle and full-time deputy to patrol the township and Village of Northport as part of the deputy’s regular schedule.

Facilities fund revenues are expected to jump 31 percent, from $347,812 to $456,726, due mostly to a fund balance increase of 47 percent from $233,980 to $343,622. Facilities fund expenditures will more than double from $47,365 for 2007-08 to $106,625 for 2008-09. Included in that amount is $96,925 for capital improvements to the township hall, library, ball park, Peterson Park, and Woolsey Memorial Airport — more than double the $47,265 sent in the last fiscal year.
