Although the number of building permits added to a file open for public review at the Leelanau County Construction Code Authority office jumped by 40 over the latest two-week reporting period, the largest group of permits, a dozen, were filed only to note that units in the BayView condominiums in the Village of Suttons Bay that were constructed two years ago under a different "builder of record" had finally passed inspection.
Even with the additional paperwork on BayView, the number of building permits on file so far this year is down about 20 percent from this time in 2007. During the same period between 2006 and 2007, the numbers were down 21 percent. The 40 permits filed most recently brought the year-to-date total number of permits issued to 175.
The estimated construction values associated with the permits are similarly depressed, in part because the BayView final inspection paperwork lists a nominal “construction value” of just $1 per permit. In all, the 40 permits issued most recently had a combined estimated construction value of $1,781,060, bringing the year-to-date total to $18,515,093.
Although the raw dollar figure is higher than last year, a change in the formula used to calculate values between 2007 and 2008 has resulted in an “adjusted” construction value estimate that is about 7 percent behind last year’s estimated value at this time. Between the same periods in 2006 and 2007, estimated construction values dropped by about 17 percent.
