Board Proceedings

The following is an August 8, 2016, meeting synopsis of the Kasson Township Board. Minutes are available for review with the Township Clerk. Supervisor Lanham called the meeting to order at 7:30 p.m. B. Noonan, Julian, R. Noonan, and Lanham were present and the zoning administrator. No conflicts of interest declared. Approved minutes of the July 2016 meeting. Reviewed correspondence. Received Treasurer’s report and approved payment of bills. Received Planning Commission, Zoning Administrator, Fire Board and Supervisor reports. Heard building and grounds report. Adjourned at 8:16 pm.

Empire Township Notice to the Public

Board Minutes

The following is a synopsis of the September 13, 2016, regular meeting of the Empire Township Board. A complete copy of the minutes may be obtained by contacting the clerk at 231-326-5349.

Supervisor Noonan called the meeting to order at 7:30 p.m. Members present: Deering, Neiswonger, Price, and Deegan. Minutes of the 08-9-16 regular meeting were approved.

1) Heard a presentation from Julie Weeks on the Leelanau Peninsula Economic Foundation. 2) Heard a request for setting up a possible special assessment district for improvements to Maple Glen and Southpointe roads. 3) Set a special meeting with Glen Arbor Township on 9-20-16 at 5 pm at the Glen Arbor Township office to discuss Vlack Pond. 4) Decided to meet with Fire Chief Dodson at Empire’s Fire Hall to review conditions at the hall.

Actions approved by motions: 1) Approved bonuses of $1700 for campground manager and $1200 for campground maintenance supervisor. 2) Approved supervisor meeting with village president and attorney to work on a lease that would lease the campground/ airport property to the township. 3) Approved a 0.4504 millage for general operations and a 4.5000 millage for Fire/EMS operations. 4) Approved supervisor rolling over a possible $40,000 surplus from last year’s Fire Department operations to the capital equipment savings account 5) Paid monthly bills.

Meeting was adjourned at 8:50 p.m.

Elmwood Township Notice To The Public

The Township Board of the Charter Township of Elmwood held a regular meeting on September 12, 2016. Cleveland Township Notice to the Public

Board Proceedings

The following is a synopsis of the September 13, 2016, meeting of the Cleveland Township board. The complete minutes are available from the Township Clerk. Supervisor Stein called the meeting to order at 7:00 p.m. Five members were present. Four guests were also present.

Agenda was approved as presented.

Approved minutes of the August 9, 2016 meeting.

Received Treasurer’s report and approved payment of bills.

Received Supervisor, Clerk, Planning Commissions, and Zoning Administrator reports.

The board approved the signing of the agreement with Leelanau County to receive PILT money.

Public comment was held. The meeting was adjourned at 7:50 p.m.

Leelanau Township Notice to the Public

Supervisor Scripps called the meeting to order at 7 p.m.

Board members present: Doug Scripps, Denise Dunn, Deb Van Pelt, Gary Fredrickson, and Galen Leighton.

14 citizens and four staff members were present.

Agenda set as amended.

Public Comment was heard from Ty Wessell, hoped the Board would support the OTYC Resolution; John Wadas, asked the Board to install signs indicating beach property end.

Approved minutes of August 9, 2016, as amended.

Approved current bills in the amount of $55,192.20 as amended.

Reports were heard from Leelanau County Sheriff Department, Steve Bailey; Leelanau County Commissioners, Ty Wessell; Leelanau Township Library, Deb Stannard; Emergency Services, Hugh Cook; Planning Commission, Galen Leighton.

Opened Public Hearing on tax levies for 2016 – Truth in taxation. Comments were heard from Jim Thomas about the Emergency Services Fund and the new ALS Fund. Supervisor closed Public Comment.

Approved setting the General Fund Allocated at 0.5220 mills, the General Fund Extra Voted at 0.4745 mills, Police Services at 0.2483 mills, Facility at 0.2980 mills, Emergency Services Extra Voted at 2.2000 mills and ALS (Advanced Life Support) at 0.5 mills.

Approved Resolution #3 of 2016, a resolution providing for approval of an application of conveyance of the OTYC (Omena Traverse Yacht Club, Inc.) to expand an existing bottomlands lease with the State of Michigan.

Approved opting out of the Michigan Publicly Funded Health Insurance Contribution act for Priority Health.

Approved amending the 2016-2017 Budget as presented.

Approved an easement for electric facilities (line) for township storage building with Consumers Power.

Approved a contract with Consumers Power to install the power line in an amount not to exceed $3,450.

Approved transferring $60,000 from the General Fund to the Sewer SAD 2005-1 Fund for payment of the sewer loan.

Discussed forming a committee to do a study on requests for a place for township residents to take yard waste.

Supervisor gave the board an e-mail with updates on Omena Point Road speed signs.

Supervisor announced a citizen may be interested in purchasing an acre of land from the Township near the Fire Hall.

Meeting adjourned at 9:26 p.m.

The following is a September 12, 2016, meeting synopsis of the Kasson Township Board. Minutes are available for review with the Township clerk. Supervisor Lanham called the meeting to order at 7:32 p.m. B. Noonan, Julian, R. Noonan, Cruz, and Lanham were present as well as the zoning administrator. No conflicts of interest declared. Approved minutes of the August 2016 meeting. Reviewed correspondence. Public Comment in support of shutting down Line 5 Pipeline made. Public Comment against short term rentals made. Received Treasurer’s report and approved payment of bills. Received Planning Commission, Zoning Administrator, Fire Board reports. Awarded Architectural Services Bid to Dale Scheiern for $1,800.00. Consensus to replace six dilapidated highway signs for $1,200.00, replace fire extinguisher for not more than $200, and research lit exit signs and grants for AED device. Concensus to place invitations to bid for 1) hall painting and drywall repair (no prior bids submitted) and 2) Snow Removal Services at Hall & Fire Well for a two year period. Heard building and grounds report. Adjourned at 9:19 pm.

Board Meeting

September 12, 2016—7:30 p.m.

The meeting was called to order by Supervisor Cal Little, with Clerk Jane Keen, Treasurer Shirley Garthe and Trustees Tony Borden and Tim Cypher and 15 guests present. The agenda was approved. Minutes were approved for August 8, 10, 22 and 31, and September 6. The Treasurer’s Report was approved. The following board actions were taken:

• Approved a temporary vendor’s license for the Leland Women’s Civic Club to sell baked goods September 17, 2016

• Authorized purchase of a fireproof filing cabinet and storage shelves for the township office

• Authorized purchase of outdoor warning sirens for Leland and Lake Leelanau

• Approved an EMS agreement with Cedar Area Fire and Rescue

• Authorized purchase of a replacement ambulance

• Rescinded four ordinances: Leland Harbor Parking Ordinance Amendment, Access to Lots in Plats, Parking Violations Bureau and Liquor Control

• Approved bills and accounts
