The proposed budget of the Leelanau Conservation District for the year beginning January 1, 2017 will be presented to the District Board for final approval at their monthly meeting January 3, 2017, at 12:00 Noon in the Conservation District office, located at 8527 E. Government Center Dr., Suttons Bay, MI. The office is located in the Lower Level of the Government Center. A Public Hearing will be held at the meeting allowing the public to comment on the proposed budget. Copies of the budget are also available at the District office.

The meeting was called to order by Supervisor Susan Och, with Clerk Jane Keen, Treasurer Shirley Garthe and Trustee Michael Collins, and 13 guests present. Trustee Tony Borden was absent. The agenda was approved. Minutes were approved for November 14 and 21. The Treasurer’s Report was approved. The following board actions were taken:

 Authorized sale of the 1998 Ford ambulance

 Authorized the Township Board to apply for a Grand Traverse Band grant for harbor dredging

Centerville Township Notice To The Public

Synopsis of Regular Bd. Meeting for December 14, 2016. Board members Schwantes, Wurm, Pleva, Schaub, & Hubbell were present. Board members reviewed several concerns/issues in the township that the board will work to implement in 2017 and the years to come. One Land Use Permit and no Land Divisions were issued in November. December Board of Review was held December 13th resulting in three corrections. The board supported the decision of the planning commission, to recommend approval of a small wine maker license for Amoritas Holdings, LLC on Amore Rd. Jamie Damm was appointed to the Planning Commission. She was also appointed to the Zoning Board of Appeals with David Borton and Janet Bogus (alternate). Board of Review appointees include David Borton and Nolan Wurm (alternate). All appointments were three year terms to expire Dec. 31, 2019. The next regular board meeting is being rescheduled to Wed., January 18, 2017. The February meeting is being rescheduled for Wed. February 22, 2017. Supervisor Scripps called the meeting to order at 7:00 P.M.

Board members present: Doug Scripps, Denise Dunn, Deb Van Pelt, Gary Fredrickson, and Galen Leighton.

Thirteen citizens and two staff members were present.

Public Comment was heard from Allan Dalzell, letter to the Board referencing four major budget items the Board should be concerned about; Betsy Mallek, suggested the PILT Ordinance the Township has with WODA should be withdrawn; Barbara Weber, stated she is paying for sewer three times; Tom Buehler asked what PILT was; Ron Schobel, had a letter for the Board with questions he would like answered at meeting or in future; Doug Whitley, asked what the budget cycle was going to be over the next three months; David Brigham, had a letter for the Board referencing the sewer deficit and stated that the Board ask the right questions of the right people about the deficit.

Approved maintenance agreement with Kopy Sales and authorizing the Clerk to sign on the agreement.

Reports were heard from Leelanau County Commissioners, Ty Wessell, Leelanau County Sheriff Department, Steve Bailey; Leelanau Township Library, Deb Stannard; Planning Commission, Galen Leighton. Emergency Services report was accept- ed as presented.

Approved three re-appointments to the Northport/Leelanau Township Utilities Authority. Gary Fredrickson, Robert Featherly and Philip Loud for a two year term from January 1, 2017 to December 31, 2018.

Adopted a Resolution to adopt the Leelanau Township Recreation Plan.

Approved the hire of Ben Purdy as Facilities Manager for the Township effective within 30 days.

Approved Resolution #5 of 2016, a resolution that the Application for Northport Wine, LLC be recommended for consideration of approval by the Michigan Liquor Control Commission for a New Small Winemakers License with conditions from the Township.

Approved and adopted the 2017 Capital Improvement Plan for Leelanau Township.

Approved engaging with the Village of Northport to clear snow off sidewalks and entryways to the Library and Township Hall at $60.00 an event.

The Board went into discussion on the sewer debt, letters received and questions asked in the letters.

Public comment was heard from Allan Dalzell, talked about points in the letter he submitted; Paul Rebori thanked Gary Fredrickson and Denise Dunn for doing the interviews of the applicants for Facilities Manager, he talked about focusing on paying debt and that there is no easy solution; Betsy Mallek, disappointed that she couldn’t speak during Board Discussion Item as told she could and stated facts about the sewer and debt; Rob Schobel, stated Betsy Mallek, Barb Weber and Dave Brigham are knowledgeable about the sewer and the Board should let experts outside interview the three and see if we do have legal recourse; Tom Buehler stated community is not the same as government. If going to take a fresh look keep the door open all the way. Keep a fresh face to look at and no involvement with engineers that were involved in the sewer project; David Brigham suggested township talk to prosecuting attorney at County about sewer debt and he read potions of his letter submitted to the Board; Bard Weber talked about SRF and Federal Fund and sewer debt.

Correspondence and announcements about the Omena Fire Hall on the proposed renovations from Tom Buehler and that any Board Member could walk through the facility with him. The renovations suggested were the restrooms and runoff of water behind the building.
