Michigan law requires local governments to inform their citizenry through public notices published in newspapers of record for their communities.  Elmwood Township Board will consider the adoption of an Emergency Services Cost Recovery Ordinance at a regular meeting on Feb. 13 at 6:00 p.m.

 The Board of County Road Commissioners has scheduled a public hearing during their Tues., March 7 regular meeting at 1:15 p.m. The purpose of the public hearing is about proposed changes to the Road Commission’s permit fee schedule.

 The Leelanau Township Planning Commission will conduct a Public Hearing and consider the following amendment on Thurs., Feb. 23, at 7:00 p.m. Amend Article 3 This Amendment would reduce the minimum side and rear setbacks for unoccupied accessory buildings to 20’ in the Agricultural Zoning District.

Elmwood Township Notice To The Public

PLEASE TAKE NOTE that the Township Board of the Charter Township of Elmwood will consider the adoption of an Emergency Services Cost Recovery Ordinance at a regular meeting on February 13, 2017 at 6:00 p.m. at the Township Hall, 10090 E. Lincoln Road Traverse City, MI 49684. This is an ordinance to protect the Township from extraordinary expenses resulting from the utilization of Township resources in response to certain public safety, fire, or emergency incidents or conditions, and to authorize the imposition of charges and the methods for collection for recovering reasonable and actual costs incurred in responding to such incidents or conditions. Ordinance #2017-1 will replace the Fire Fee Ordinance of 1992. The ordinance may be viewed at the Township Hall at 10090 E. Lincoln Road, Traverse City, MI 49684 between 9:00 a.m. and 5:00 p.m. and on the township website at leelanau.cc/elmwoodtwp.asp under Ordinances and Plans.

Leelanau County Road Commission Public Notice

Public Hearings

The Board of County Road Commissioners has scheduled a public hearing during their Tuesday, March 7, 2017 regular meeting at 1:15 p.m. at the Suttons Bay garage located at 10550 E. Eckerle Road, Suttons Bay, Michigan.

The purpose of this public hearing is to listen to comments/questions concerning the proposed changes to the Road Commission’s permit fee schedule.

Any questions about this hearing should be directed to the Road Commission office. To obtain a draft copy of the proposed revised permit fee schedule, please contact Finance Manager Joe Nedow by email at jnedow@leelanauroads.org, or by phone at (231) 271-3993 extension 223. Persons with disabilities requiring special needs are asked to notify the Road Commission 24 hours prior to this meeting.

Supervisor Lautner opened the regular meeting at 7:00 PM. with the Pledge of Allegiance.

All Board members were present

Four guests were present

The following actions were taken by the Board:

Approved the agenda with two additions

Approved the regular meeting minutes from 12/08/2016 with corrections

Approved the Treasurer’s report and payment of vouchers

The Solon Township Board has scheduled a PUBIC HEARING for Thursday, February 9, 2017 at 7:30 pm to receive public comment of the proposed Parks and Recreation Plan and to receive public comment on the proposed Cedar River Project

Approved on a voice vote to ratify the mediation agreement agreed to on January 5, 2017 between Glen Arbor, Empire and Solon Townships concerning Joe Vlack Park Case #16-9781-CH

Approved the Property Use Agreement for Sports League Activities for the Brian’s Memorial Tournament with Rich Nachazel being the applicant for the use of the ball fields on February 25, 2017

Approved to have Jim Lautner and members of the Board of Review attend training sponsored by the Northwest Michigan Assessors Association on February 17, 2017 at $30.00 per attendee

Leelanau Township Special Board Meeting

Wednesday, January 25, 2017 10:00 A.M. Leelanau Township Hall 119 E. Nagonaba St. Northport, MI 49670

Purpose Of The Special Board Meeting Is To Make Up The Cancelled January 10, 2017 Regularly Scheduled Meeting Due To Weather And No Quorum And Take Up The Items That Were Scheduled On That Agenda From The Meeting That Follows. Also, There Will Be A Closed Session For Iaff Wage Re-Opener As Stated Below.

Supervisor Scripps called the meeting to order at 10:00 a.m.

Board members present: Doug Scripps, Denise Dunn, Deb Van Pelt, Gary Fredrickson, and Galen Leighton.

Ten citizens and three staff members were present.

Agenda set as amended.

Public Comment was heard from Paul Rebori, recommended when board has a Special Meeting that it be held at a normal time; Ron Schobel supported Paul Rebori and requested a copy of the December board meeting minutes; Phyllis Rebori, if payment for sewer loan could be increased in budget to help deceased loan sooner.

Approved minutes of December 13, 2016 as amended.

Approved current bills in the amount of $50,749.75 as presented.

Reports were heard from Supervisor Scripps, introduced the township’s new Facility Manager Ben Purdy; Leelanau County Sheriff Department, Steve Bailey; Hugh Cook, Emergency Services; Planning Commission, Galen Leighton.

During Emergency Services Report a motion was passed to remove Tyler Vandemark from probationary status to active status as Emergency Medical Service employee.

Approved the Leelanau County 800MHz Radio User Agreement as presented.

Adopted Ordinance No. 1 of 2017, an ordinance to repeal the Township of Leelanau Tax Exemption Ordinance No. 1 of 2016.

Approved increasing the Assistant Library hours per week from less than 20 hours to less than 29 hours until a new Library Director is hired.

Approved the Library Director job description as amended.

Approved the new fiscal year 2017 – 2018 Regular Scheduled Board Meeting dates.

Approved the Agreement for Summer Collection of School Property Taxes with Northport Public School and Leland Public School as presented.

Approved the re-appointment of Dave Allen, Dave Johnson and Kathy Garthe to Leelanau Township Board of Review from January 1, 2017 until December 31, 2018.

Motion was made to go into Closed Session Meeting.

Motion was made to go back into Open Session Meeting.

Approved the proposed wage agreement with IAFF Local 5056 as presented.

Approved the amendments to 2016- 2017 Fiscal Year Budget.

Public comment was heard from David Brigham, wanting to hear the comments from the people who are the “fresh eyes” referencing the sewer. He read from Village of Northport’s Ordinance 96, Section 2 sewer rates; Phyllis Rebori asked if the public could take part in the planning of the 2017 – 2018 Budget; Paul Rebori, asked how much was due on the sewer; Ron Schobel, three questions #1. Does the Township have the ability to pay off the existing sewer and if it doesn’t have the ability now, how long going forward should the increase of the down payment be on that debt #2. Why are offi- cials violating the laws of the ordinance and #3. Ron stated he pays one REU and several people in community that pay one REU that should be paying 6, 7, or 8 REUs, how are they getting away with it? He also thanked the board for conducting a dialog and is doing a great job for the community and getting answers to questions.

For correspondence and announcements board received a letter on the sewer from Allan Dalzell, received an Omena Point Road update memo from Bob De Vries and sewer update by Doug Scripps.

Meeting adjourned at 12:47 p.m.

Synopsis of January 11, 2017 Board Meeting Minutes

The Suttons Bay Township Board held its regular meeting on January 11, 2017. Present: Clerk VanHuystee, Treasurer Hartesvelt and Trustees Nixon and Slocombe. Reports received - Planner, Zoning Administrator, and Parks & Recreation. Minutes of previous regular meeting were approved. Authorization was received to pay the bills.

Library Millage: collection and payments – No discussion. 4th Street Signage Participation, no report. Short Term Rental Ordinance was discussed and public comment received. Approved budget adjustments. Lucas Mikesell was not present to discuss Eagle Scout Project for Herman Park.
