Supervisor Scripps called the meeting to order at 7:00 p.m.

Board members present: Doug Scripps, Denise Dunn, Deb Van Pelt, Gary Fredrickson, and Galen Leighton.

Seven citizens and three staff members were present.

Agenda set as presented.

Public Comment was heard from Allan Dalzell, he handed a letter to board members with comments about the sewer; Ron Schobel, stated he appreciates the fact that the board allows for questions and discussions to take place that are critical to our democracy; David Brigham, submitted a letter to the board and he stated the sewer deficit is all about numbers and REU’s; Betsy Mallek, was not present, but a letter was received from her encouraging the board to go with an outside attorney in conjunction with the sewer bond deficit.

Approved minutes of February 14, 2017 Board Meeting as corrected.

Approved current bills in the amount of $51,182.66 as presented.

Reports were heard from Leelanau County Sheriff Department, Steve Bailey; Hugh Cook, Emergency Services; Planning Commission, Galen Leighton.

Approved medical coverage for Fire Chief at no cost and dental and vision coverage as an optional extra provided 10% of premiums costs is reimbursed.

Approved Blue Cross/Blue Shield of Michigan dental insurance plan township has with new rate change effective June 1.

Approved authorizing the Supervisor to place an ad for the purchase and removal of two old storage buildings at the townships Northport cemetery on Kitchen Road.

Approved hiring an outside attorney for independent sewer bond opinion.

Approved amendment to Captain job description and Lieutenant job description positions for medical side of Emergency Services.

Approved appointing Jeffery Hester as Captain and Tyler Vandemark and Steven Watson as Lieutenant.

Approved the purchase of two skate ramps for Braman Hill.

Approved a request from the Northport Visitors Center of $1,200 towards printing supplies and publishing visitor information brochures.

Approved the draft 2017-2018 Budget to present to the electorate at the township’s annual meeting and adopt at the special board meeting to follow the annual meeting on March 25, 2017, Saturday, at 10:00 a.m.

Public comment was heard from Rob Schobel, suggesting using Sherwood Products for the skate ramps. He also suggested using the group that has compiled all the facts on the sewer, David Brigham, Barbara Weber, and Betsy Mallek. David Brigham, thanked the board for hiring the outside attorney to look into the sewer deficit; Campbell McLeod asked if the findings from the attorney are going to be presented at a board meeting; Allan Dalzell, asked what the board was going to do with Ordinance 5 and wanted to know what the suffering fund balance is; Jeffery Hester stated that a gentleman of Omena Road donated free smoke detectors to the township.

Correspondence and announcements: Scripps announced the annual meeting March 25, 2017 and that he is having surgery April 19th and would be out of the office for a couple weeks but would work from home.

Meeting adjourned at 9:03 p.m.

Elmwood Township Zoning Board Of Appeals Notice Of Public Hearing

A Public Hearing is scheduled for Tuesday, April 11, 2017, at 4:00 p.m. before the Elmwood Charter Township Zoning Board of Appeals to consider:

Case #2017-01 request by CF Campbell of JML Design Group on behalf of Frank Noverr at 7981 S Lakeview Rd, parcel number 45-004- 101-001-00, to appeal the Planning Commission decision of December 13, 2017 where the Planning Commission denied approval of a site plan for Noverr Farms.

The files may be viewed at the Township Hall during regular business hours, Monday through Friday, 9:00 a.m. to 5:00 p.m. or online at www.leelanau. cc/elmwoodtwp.asp.

Centerville Township Notice To The Public

Synopsis of Regular Bd. Meeting for March 8, 2017. Board members Schwantes, Wurm, Pleva, Schaub, & Hubbell were present. One Land Use Permit and no Land Divisions were issued in February. The next planning commission meeting will be March 28th, 2017 at 7PM at the Centerville Township Hall. Future meetings starting with April 10th will be held on the 2nd Monday of each month. The board has completed a final draft of the 2017-18 budget for the new fiscal year starting Apr. 1, 2017. The twp will host the annual meeting to take comments on the budget and discuss other priorities to be held on Sat., March 25th, 2017 at the Centerville Twp Hall at 10AM. A special board meeting to adopt the budget will be held following the annual meeting. The next regular board meeting is scheduled for Wed., April 12, 2017 at the Centerville Twp Hall. Cleveland Township Board Proceedings

The following is a synopsis of the March 14, 2017, meeting of the Cleveland Township board. The complete minutes are available from the Township Clerk. Supervisor Stein called the meeting to order at 7:00 p.m. All members were present as well as four guests.

Agenda was approved as presented.

Approved minutes of the February 14, 2017 meeting.

Received Treasurer’s report and approved payment of bills.

Received Supervisor, Zoning Administrator, Planning Commission and Assessor’s reports.

The board agreed to continue to pay the funds necessary to carry the Cedar Area Fire Department though the 2017/18 budget.

The board agreed to allow the Clerk and Treasurer to adjust the 2016/17 budget to reconcile line item balances.

Public comment was held. The meeting was adjourned at 7:50 p.m.

Empire Township Board Minutes

The following is a synopsis of the March 14, 2017 regular meeting of the Empire Township Board. A complete copy of the minutes may be obtained by contacting the Clerk at 231-326-5349.

Supervisor Noonan called the meeting to order at 7:45 p.m. Members present: Deering, Neiswonger, Price, and Deegan. Minutes of the 02-14-17 regular meeting and 02-22-17 and 02-28-17 special meetings were approved.

Actions approved by motions: 1) Adopted resolution 03-2017 that directs the supervisor to prepare a special assessment roll spreading the costs of road improvements equally between parcels 1 through 24 on the proposed special assessment district for the Southpointe Lane and Maple Glen Drive private roads. 2) Adopted resolution 04-2017 that sets a public hearing on April 11, 2017 to hear comments on the proposed special assessment district roll for the Southpointe Lane and Maple Glen Drive road improvements. 3) Appointed Kathy Wiejaczka to the Empire Township Zoning Board of Appeals. 4) Approved the Clerk’s 6-year notary bond renewal. 5) Paid monthly bills.

Please take notice that the Empire Township Board will hold a public hearing on April 11, 2017 at 7:30 p.m. at the Township Hall, at which time it will meet, to review and consider objections to, and consider confirming the special assessment roll prepared by the township supervisor for the Southpointe Lane and W. Maple Glen Drive Private Road Improvement Special Assessment District - 2017. Leland Township Board Meeting

March 13, 2017—7:30 p.m.

Leland Township Library Munnecke Room, 203 E. Cedar St., Leland, MI

The meeting was called to order by Supervisor Susan Och, with Clerk Jane Keen, Treasurer Shirley Garthe, and Trustee Michael Collins and seven guests present. Trustee Tony Borden was absent. The agenda was approved. Minutes were approved for February 13 and March 2. The Treasurer’s Report was approved. The following board actions were taken:

• Approved the Lake Leelanau Street Fair for August 19, 2017, and authorized the clerk to apply for a street closing

• Renewed the Fire and Rescue agreement with the National Park Service

• Approved a sewer rate increase to $148 per quarter for residential users with a corresponding increase for commercial users

• Expanded Parks and Recreation Commission membership to at least five and up to seven members

• Approved a 2016-17 budget for harbor dredger maintenance and improvement

• Approved a 2016-2017 budget for harbor dredger donations

• Reappointed Michael Collins, Gene Miller and Tony Borden to the Harbor Commission

• Appointed Lisa Brookfield to the Sewer Commission

• Approved bills and accounts

Elmwood Township Notice Of Adoption

PLEASE TAKE NOTE that the Township Board of the Charter Township of Elmwood adopted Ordinance No, 2017-1, Cost Recovery Ordinance at its March 13, 2017 meeting. This is an ordinance to protect the Township from extraordinary expenses resulting from the utilization of Township resources in response to certain public safety, fire, or emergency incidents or conditions, and to authorize the imposition of charges and the methods for collection for recovering reasonable and actual costs incurred in responding to such incidents or conditions.
