Leelanau Township Board Meeting

Clerk Van Pelt called the meeting to order at 7:00p.m.

Board members present: Doug Scripps, Denise Dunn, Deb Van Pelt, Gary Fredrickson, and Galen Leighton. Eighteen citizens and three staff members were present.

Agenda set as presented.

Public Comments were heard from Ron Schobel, presented a handout and read to the board reference State and/or Federal access to his personal records i.e. social security, driver license, voting and mailing address; Rick Cross, complimented the EMS on their action of a call to his house and thanked the voters for supporting the ALS millage; Elizabeth Mallek, thanked Supervisor Scripps and the board for engaging item V. on the agenda of Sondee, Racine & Doren, Jeff Jocks attorney for investigating the sewer debt.

Approved minutes of June 13, 2017 Board Meeting as corrected.

Approved minutes of June 29, 2017 Special Board Meeting as corrected.

Approved current bills in the amount of $46,483.65 as presented.

Presentation and report from Jeff Jocks of Sondee, Racine & Doren on the sewer system debt deficit and funding issues and if the township has any legal recourse concerning the design and construction of the system.

Reports were heard from Steve Bailey, Leelanau County Sheriff Department; Ty Wessell, Leelanau County Commissioners; Hugh Cook, Emergency Services; Ben Purdy, Facility Manager.

Approved enrolling the Facilities Manager in the township’s deferred compensation plan.

Approved striping and crack filler repair to be done at the Leelanau Township Emergency Service parking lot by Great Lakes Striping & Sealing, Inc. for an amount not to exceed $1,781.

Approved the hire of J. Eric C. Holmes as a Firefighter/Paramedic to Leelanau Township Emergency Service.

Approved the purchase of five bike racks for the township’s parks and airport for an amount not to exceed $3,000 from Brickwheels of Traverse City.

Discussed and agreed supporting Leelanau Township Community Foundation and the second phase of the “Designing and Achieving Our Potential Project” with Northsky Nonprofit Network – a program of Rotary Charities of Traverse City and a community participatory planning process for improving the economic wellbeing and quality of life of residents in Leelanau Township and the Village of Northport.

Public comments were heard from Elizabeth Mallek, commented about the sewer deficit report, if MCL 737.3 rule was looked at and about finding a way that the township is not barring a burden on the tax payers; Barbara Weber, supported Elizabeth Mallek and hoped the attorney didn’t charge more that fifteen minutes to look up the statute of limitation and thought Mr. Jocks would be looking at the $2.6 million deficit when it was noted back in a letter from 2015; Jim Thomas, cost of an attorney or the purchase of other items and those expenses could go against what the township is trying to pay off for the sewer deficit; Paul Rebori, citizens are counting on the entire board to represent us and it is totally irresponsible to incur more debt by doing a proposal for library expansion and a new office building; Rick Cross, from a statement that in 2012 the Supervisor was going door to door and being asked what was going to be done about the deficit so it has been known for five years and no plan and that there are twelve years to go and the next six years are hard but the last six are a disaster if something isn’t done right now to retire the debt; Herb Taylor, talked about two key words culpability and fraud and civil statute of limitation; Mike Stoffel, three years ago met with Prosecutor Hubbell about inappropriate action on how the sewer was handled and REU’s and 10 acre minimum down to two acre for more housing and if it would help with REU’s and deficit; Phyllis Rebori, with affordable housing or sustainable housing the taxable value continues to increase and hearing talk that township residents would be happy to help out if a millage were put into place to bring down the sewer debt doesn’t make sense because we are already paying through the General Fund; Jim Thomas, answer to Mike Stoffel that there is not a lot of ag land near the sewer; Denise Dunn stated that Jim was correct that there is only one agricultural parcel that would be involved in the district and anything outside the current district would have to become a new special district. Mike Stoffel more houses built in the area whether in sewer district or not would increase the taxes. Denise Dunn, it would increase income that she takes in not for the special assessment district; Elizabeth Mallek asked if there was a plan to budget the increase soon.

Elmwood Township Notice To The Public

The Township Board of the Charter Township of Elmwood held a special meeting on June 27, 2017 and a regular meeting on July 10, 2017. The Settlor, Betty Jane Goodfallow, date of birth June 24, 1929, who lived at 4013 Oxford Drive, Leland, Michigan 49654, died on January 9, 2017. There is no Personal Representative of the Settlor’s Estate to whom Letters of Authority have been issued.

Creditors of the decedent are notified that all claims against Betty Jane Goodfallow and/or the Betty J. Goodfallow Trust dated June 25, 1996, will be forever barred unless presented to Heather Blanton-Dykstra, Attorney for Successor Trustee, Nancy Perzanowski, within four months after the date of publication.

Notice is further given that the Trust will thereafter be assigned and distributed to the persons entitled to it.

Leland Township Board Meeting

July 10, 2017—7:00 p.m.

Leland Township Library Munnecke Room, 203 E. Cedar St., Leland, MI

The meeting was called to order by Supervisor Susan Och, with Clerk Jane Keen, Treasurer Shirley Garthe, Trustee Michael Collins, Trustee Tony Borden and 11 guests present. The agenda was approved. Minutes were approved for June 12. The Treasurer’s Report was approved. The following board actions were taken:

• Approved the Community Risk Reduction Coordinator job description for the Fire Department.

• Approved the Fishtown Preservation preliminary plan and drawing for drainage issues in and around Fishtown.

• Approved $17,167.00 to purchase a 150 HP engine and to make the necessary modification for the Dredge Tender.

• Approved the requested street closings for Heritage Days in Leland on September 16th.

• Approved the Uniform Video Service Local Franchise Agreement with Charter.

• Approved Mr. Collins as the Board Rep to the Planning Commission.

• Approved Ms. Garthe as the Board Rep to the Sewer Commission.

• Approved the Renewal of Blue Cross/Blue Shield Contract.

• Approved bills and accounts

Empire Township Board Minutes

The following is a synopsis of the July 11, 2017 regular meeting of the Empire Township Board. A complete copy of the minutes may be obtained by contacting the Clerk at 231-326-5349.

Supervisor Noonan called the meeting to order at 7:30 p.m. Members present: Deering, Neiswonger, Price, and Deegan. Minutes of the 06-13-17 public hearing and regular meeting were approved.

Actions approved by motions: 1) Adopted the Poverty Tax Exemption resolution as presented. 2) Hired Tobin & Company to conduct the biannual audit. 3) Amended the 2017/2018 FY Budget. 4) Paid monthly bills.

Meeting was adjourned at 8:20 p.m.

Cleveland Township Board Proceedings

The following is a synopsis of the July 11, 2017, meeting of the Cleveland Township board. The complete minutes are available from the Township Clerk. Supervisor Stein called the meeting to order at 7:00 p.m. Four members were present as well as five guests. Trustee Olsen was absent.

Agenda was approved as presented.

Approved minutes of the June 13, 2017 meeting.

Received Treasurer’s report and approved payment of bills.

Received Supervisor, Zoning Administrator, Planning Commission, and Board of Review’s reports.

Received Cedar Area Fire and Rescue Board report.

The board adopted the resolution to refuse to accept ownership of or operation, maintenance, and administrative responsibilities for the Sugar Loaf Townhouses LLC’s Type I Water System.

The board approved the Cedar Area Fire & Rescue’s Five-Year Budget Plan.

The board approved moving the August meeting back to Tuesday, August 8, 2017.

Public comment was held. The meeting was adjourned at 7:52 p.m.
