Bingham Township Public Notice

Synopsis of Bingham Township Regular Board meeting of August 21, 2017. Meeting called to order by Supervisor Werner. Board members present: Midge Werner, Sandy Grant, Brad Saxton, Gary McGhee and Kathy Morio. Agenda amended by removal of Junk/Blight Complaint Policy/Procedure item. Amended agenda approved. The minutes of the July 17, 2017 Regular Board meeting were approved. The Charter Franchise agreement will be on next month’s agenda, need more time to review it. The Board adopted a resolution that will not allow a medical marihuana growing facility in the township. Supervisor Werner is authorized to get bids on tree removal at Boughey Park. Glen Arbor Township Regular Board Meeting

July 18, 2017 Minutes Synopsis

Township Supervisor, Peter Van Nort, called the meeting to order at 7:30 p.m. in the Glen Arbor Town Hall meeting room. All board members were present. The Pledge of Allegiance was recited. The agenda was presented and accepted. The minutes of the 6/20/17 Regular Meeting were approved as presented. The minutes of the Closed Session of 6/20/17 were presented and approved. Pinning of the new Lieutenant – Chad Dykgraaf. Public Comments: Bill Meserve, Dunns Farm Road – representing the Glen Lake Association. The M-22 challenge had approximately 900 participants. There have been 97 Mergansers and chick removed off the lake. This may mean less swimmers itch next year. Governor Snyder just signed a bill which includes the second $250,000.00 budget to control swimmers itch. The GLA hopes to get a large portion of the money to help pay for ongoing expenses. The Treasurer reported 6/30/17 cash on hand - $2,656,735.60. General Fund: Expenses $52,161.68, Payroll $23,483.01. Emergency Services: Expenses $34,248.56. Payroll $77,002.26. Both approved to be paid by motion. All expenses and financial statements have been reviewed and approved by ESAC. Emergency Services Advisory Commission report was given by Roy Pentilla. Fire Chief Operations Report was given by Chief Dodson. Zoning Administrators Report Tim Cypher report submitted in writing. Tim & Polly Cairns. Monthly Assessors Report submitted in writing. Correspondence was reviewed and accepted as presented. Unfinished business – WiFi system is up and operating. Letters were sent to encourage voting against the bill for short-term rentals, which takes the local decision making out of the hands of the local government. Principles of Governance – the board reviewed and will sign if approved. Cemetery Board Member – Clerk Quick was able to get the second member. The second member will be Rev. Dan Dockery. New Business – Quote for gutter covers – Gutter remedy - $1,700.00. New welcome gateway signs – Dave Manners - $2,500 each – Library Board Trustee – replace Linda Young with Anne Davey. Michigan Economic Development Project – Glen Arbor. Bob Sutherland, Todd Ciolek, Bruce Johnston, Bob Schlattman and Dan Leonard – Cherry Republic hopes to expand. Planning Commission Report – John Peppler. Public Comments – None. Board Member Comments – Trustee Lewis – Zoning Board of Appeals – there will be 3 properties reviewed. Roman, Taylor and Livingston. Supervisory Comments – None. The meeting was adjourned by Supervisor Van Nort at 8:50 PM. Election Commission – election workers were approved. Public Notice

The Leelanau County Government Center will be closed on Monday, September 4, 2017, in observance of Labor Day.

As approved at the Leelanau County Board of Commissioners Board meeting and as approved in the Leelanau County Personnel Policy Manual and the Teamster’s Local #214 union contract, Labor Day is a holiday and shall be observed.

Notice To Creditors

The Grantor, James L. Centner, (date of birth June 28, 1922) who lived at 97 Northport Point, Northport, MI 49670 and 5435 Kenwood Road, Cincinnati, OH 45227, died June 3, 2017. There is no personal representative of the Grantor’s estate whom Letters of Administration have been issued.

Creditors of the decedent are notified that all claims against the James L. Centner Trust dated February 23, 2001, as amended, will be forever barred unless presented to Anne Marie Behm, Trustee, within four months after the date of publication.

Suttons Bay Village Notice

Synopsis of Suttons Bay Village Council Regular meeting of August 21, 2017.

Regular meeting called to order at 5:30 p.m. by President Lutke. Quorom present.

Present: Bahle, Case, Christensen, Egan, Hylwa, Lutke and Suppes.

Council approved the sale of the Madison Street property back to Leelanau County for the same amount the Village had paid, with the purchase agreement requiring deed restriction as a principal residence.

Council approved the purchase of the WIN 911 Alarm monitor/notification system for the WWTP and accepted the Top Line proposal for a fee of $4,200.00 to provide and install the WIN 911 system.

Council accepted the proposal dated 6-7-17, from Team Elmer’s in the amount of $10,884.00 to perform pavement repair on South Shore Drive between Pine View and Beach Streets.

Council approved the payment of bills as presented by Treasurer DeVol.

The meeting adjourned at 6:44 p.m.

Regular Meeting Notice

The Glen Arbor Township Planning Commission will hold a public hearing followed by a regular meeting at: 7:00 p.m. on Thursday, September 7, 2017 in the Glen Arbor Township hall at 6394 W. Western Avenue, Glen Arbor, Michigan 49636 to consider proposed amendments to the Glen Arbor Township zoning ordinance.

The purpose of the Special Meeting is to:

1. Hold a public hearing on proposed amendments to the Future Land Use Plan.

2. Consider recommending the proposed amendments to the township board for adoption with or without modification.

A copy of the text of the proposed zoning ordinance amendments is available for inspection at the Glen Arbor Township office, 6394 W. Western Avenue, Glen Arbor, Michigan 49636 during regular business hours and on line at http://glenarbortownship.com/ departments/planningzoning/masterplan/

Supervisor Scripps called the meeting to order at 11:01 a.m.

Board members present: Doug Scripps, Denise Dunn, Deb Van Pelt, Galen Leighton, and Gary Fredickson.

Zero citizen and three staff members were present.

No public comment was heard.

Approved the health group plan rate increase and adopted a Resolution as set forth in 2011 Public Act 152, The Publicly Funded Health Insurance Contribution Act option #3 Section 8 – “Exemption” Option – a local unit of government, as defined in the Act, may expempt itself from the requirements of the Act by an annual 2/3 vote of the governing body. Approved the hire of Deb Stannard as the temporary librarian for contract with Voya for an endorsement request by Voya on the Guaranteed Minimum Interest Rate.

Public comment was heard from Jeff Hester on health insurance.

Meeting Minutes Synopsis For 08/10/2017

Supervisor Lautner opened the regular meeting at 7:00 p.m. with the Pledge of Allegiance.

The following actions were taken by the Board:

Approved the agenda with an addition.

Approved the regular meeting minutes from 07/13//2017 with corrections.

Adopted Resolution No. 2017-08- 10, a Resolution Regarding the Medical Marihuana Facilities Licensing Act that the Board of Solon Township hereby makes a record of its decision NOT to adopt an ordinance to authorize within the township the location of any medical marihuana facilities as identified in the Medical Marihuana Facilities Licensing Act, Mich. Comp. Laws 333.27.101. et seq. (2016).

Adopted the Principles of Governance to maintain the highest standards and traditions of Michigan townships.

Approved the Treasurer’s report and payment of vouchers.

Approved to hire Susan Baatz as the Solon Township Assessor.

Approved the Property Use Agreement for Sports League Activities for the Ron Alpers Memorial Softball Tournament with Sarah Zywicki being the applicant for the use of the ball fields from September 15, 2017 – September 18, 2017.

Approved the Property Use Agreement for Sports League Activities for the Cedar Fall League with Sarah Zywicki being the applicant for the use of the ball fields from September 5, 2017 – November 14, 2017.

The Suttons Bay Township Board held a regular meeting on August 9, 2017. Present: Supervisor Rich Bahle, Clerk VanHuystee, Treasurer Hartesvelt, and Trustees Nixon and Slocombe.

Approved agenda. Reports received. Approved the Minutes and paying the bills. Township Board held ceremony in township hall parking lot to burn (copy of) land contract. Adopted Ordinance No. 6 of 2017 – An Ordinance to Rescind Ordinance 97-01 In Its Entirety And To Set Forth The Authority To Establish Permit Fees and Guarantees With Regard To Township Ordinances. Authorized Township Planner to attend Michigan Association of Planners Conference. Approved removal of twin birch tree at Graham Green Park. Approved the Civil Infraction Enforcement Policy. Approved Franchise Agreement with Charter Communications for 10 years with no franchise fee. Approved of breakdown of monies to be used to pay off the township hall building land contract.
