 Elmwood Township public hearing on proposed 2018 budget will be held on Dec. 11 at 6:00 p.m. The property tax millage rate proposed to be levied to support the proposed budget will be a subject of this hearing.

 Centerville Township planning commission will hold a meeting Dec. 11 at 7 p.m. to discuss Cherry Capital Connection, LLC Special Land Use Permit for a proposed 128 foot Communication Tower.

 Northport Villagecouncil adopted Ordinance 121 at its regular meeting held Nov. 2 an ordinance to regulate the use of the Northport Trail System.

Leelanau Township Board Meeting

Supervisor Scripps called the meeting to order at 7:00 p.m.

Board members present: Doug Scripps, Denise Dunn, Gary Fredrickson, Deb Van Pelt and Galen Leighton. Twenty-one citizens and two staff members were present.

Agenda set as amended.

Public Comments were heard from Allan Dalzell, sewer debt and Ordinance #5; Robert Shirkey, Christmas Cove; Betsy Mallek, sewer petitions; Phyllis Rebori, sewer burden and number of parcels; Will Harper, meeting on 7th Street on Wednesday, November 15, 2017, 7:00 p.m. at Leelanau Township Hall.

Approved minutes of October 24, 2017. Rescheduled Board Meeting as presented.

Approved authorizing the Clerk to sign on the maintenance agreement with Kopy Sales and approved the current bills in the amount of $56,086.33 as presented.

Reports were heard from Steve Bailey, Leelanau County Sheriff Department; Ty Wessell, Leelanau County Commissioners; Hugh Cook, Emergency Services; Ben Purdy, Facility Manager; follow-up report(s) from board members that may have attended other meeting(s) subject to the township.

Approved accepting a letter of resignation from ALS personnel Kathryn Walters with regret.

Tabled Supervisor’s proposals of 9-6 and 11-6 regarding sewer bond obligation.

Tabled action on medical marijuana facilities ordinance/resolution.

Approved redirecting monies to be used for erosion control at Christmas Cove to be used for a barricade for protecting public safety at the Cove.

Turned down a 2% Grand Traverse Band of Ottawa and Chippewa funding request, with the township as the applicant, for Tim Overdier to start a Biomass Project converting tree waste to Biochar.

Heard from Bill Perkins and Marsha Harris from the Leelanau County Solid Waste Council and requesting having an agreement with the township for recycle station.

Tabled the use of Braman Hill as a re-cycle station center until further information is received.

Approved requiring 10% of dental/ vision insurance premiums to be paid by non-emergency service eligible employees of the township.

Approved the buy-back of cemetery sites at the Leelanau Township Cemetery.

Discussed performance reviews that the Supervisor would do in December.

Public Comment was heard from Paul Rebori, recycle location; Allan Dalzell, recycle, sewer proposals and Ordinance 5; Ben Purdy, Christmas Cove; Betsy Mallek, sewer proposals, 2% funding request; Doug Whitley, Christmas Cove.

Correspondence and announcements were heard from Supervisor Scripps, Joint Planning Commission and Township Board, Thursday, December 14, 2017, Capital Improvement Plan meeting and Omena Fire Hall work being done; Clerk Van Pelt, explained a commercial generator loan program e-mail received from the manager at Cherryland Electric Cooperative; Treasurer Dunn, suggested getting a volunteer group together to take care of items, ie ashphalt, on beach at Christmas Cove.

Meeting adjourned at 9:25 p.m.

Empire Township Board Minutes

The following is a synopsis of the November 14, 2017 regular meeting of the Empire Township Board. A complete copy of the minutes may be obtained by contacting the Clerk at 231-326-5349.

Supervisor Noonan called the meeting to order at 7:30 p.m. Members present: Neiswonger, Price, and Deegan. Absent: Deering. Minutes of the 10-10- 17 regular meeting were approved.

Actions approved by motions: 1) Approved a $3500.00 contribution to the Glen Lake Association Watershed Protection project. 2) Paid monthly bills. 3) Amended the 2017/2018 FY budget.

Meeting was adjourned at 8:08 p.m.

Centerville Township Notice To The Public

Synopsis of Regular Bd. Meeting for November 8, 2017. Board members Schwantes, Wurm, Pleva, Hubbell, & Schaub were present. Board members accepted the Leelanau County agreement for processing the 2018 Winter & Summer Tax bills at $.49 per parcel and the Assessment Notices for $.98 per parcel. 4 Land Use Permits and no Land Divisions were issued in October. Municipal Civil Infractions for septage violations on French Rd, illegal trailer on Kelenski Rd, & illegal dwelling on Beach Front Drive were issued. The Twp hall upgrade project contractor bids will be considered at the next board meeting. Board members approved the proposed 2-year budget of the Cedar Area Fire & Rescue operations. The next PC meeting will be December 11th, 2017 at 7 pm at the Solon Twp Hall. The next regular board meeting is scheduled for Wed., December 13, 2017 at the Solon Twp Hall at 7 pm. Solon Township Board

Meeting Minutes Synopsis For 11/9/2017.

Supervisor Lautner opened the regular meeting at 7:00 P.M. with the Pledge of Allegiance.

All Board members were present.

Ten guests were present.

The following actions were taken by the Board:

Approved the agenda with one addition under New Business.

Approved the regular meeting minutes from 10/12/2017 with one correction.

Approved the Treasurer’s report and payment of vouchers.

An ad will be placed in the Leelanau Enterprise seeking applicants to fill the positions for Planning Commission, Zoning Board of Appeals, Board of Review, Parks and Recreation, Sexton and Township Hall Custodian.

Approved to accept the professional service agreement with the engineering firm J.E, Tiffany and Sons, LLC for the Vlack’s Park Stream Crossing Project in the amount of $11,730.00.

Leland Township Board Meeting

November 13, 2017—7:30 p.m.

The meeting was called to order by Supervisor Susan Och, with Clerk Jane Keen, Treasurer Shirley Garthe and Trustee Michael Collins, and 6 guests present. The agenda was approved. Minutes were approved for October 09, 2017; October 13, 2017; October 26, 2017 Special meeting and Closed Meeting. The Treasurer’s Report was approved. The following board actions were taken:

 Introduction to MABAS system presented by Rick Royston, Cedar Fire and Rescue Board.

 Supervisor’s report on dock issue.

 Approval of GT Band 2% Grant for Harbor dredging.

 Heard report from Steve Christensen, Leelanau County Drain Commissioner about proposed Schomberg Road Drainage District.

 Approved Bills & Accounts.

 Denied appointment to Harbor Commission due to lack of residency.

Elmwood Township Notice To The Public

The Township Board of the Charter Township of Elmwood held a regular meeting on November 13, 2017. Of Public Hearing On Proposed 2018 Budget.

A public hearing will be held on December 11, 2017 at approximately 6:00 p.m. at the Elmwood Township Hall, 10090 E. Lincoln Road, Traverse City, MI 49684, to receive comment on the proposed 2018 budget. Suttons Bay Township Notice

Synopsis of November 8, 2017 Board Meeting Minutes.

The Suttons Bay Township Board held its regular meeting on November 8, 2017.

Present: Supervisor Bahle, Clerk VanHuystee, Treasurer Hartsveldt, Trustees Nixon and Slocombe.

Reports received - Treasurer, Planning and Zoning, and Parks and Recreation. Previous meeting minutes were approved and authorization was received to pay the bills.

Library Gala Dec. 9th, 6-8:30 pm. $25/person; discussed setting up budget for Herman Park; Re: Short Term Rentals – mapping sent to Host Compliance, short term rental info to be included in winter tax bill mailing; added line item to budget; Zon Admin – status update on permits YTD. Adopted Resolutions requesting 2% grants for Herman Park (electrical service and picnic tables). A complete copy of the Minutes can be reviewed at the Township Offices, 95 W. Northport Village Notice

Notice to the Public: The Village of Northport Council adopted the following Ordinance 121 at its regular meeting held November 2, 2017.

Joni L. Scott, Clerk STATE OF MICHIGAN COUNTY OF LEELANAU VILLAGE OF NORTHPORT ORDINANCE NO. 121 AN ORDINANCE TO REGULATE THE USE OF THE NORTHPORT TRAIL SYSTEM

THE VILLAGE OF NORTHPORT ORDAINS:

SECTION 1: TITLE

This ordinance shall be known and cited as the “Village of Northport Trails Ordinance”.

SECTION 2: PURPOSE

The purpose of this ordinance is to allow for the safe and courteous use of the village trail system.

SECTION 3: INTENT

The intent is to allow for the trails to be open from dawn to dusk, to allow for foot traffic only in the summer; in winter to allow snowmobiles on designated trails. It is also intended that users stay on the trail at all times, respecting adjoining property owners’ privacy. Lastly, it is intended that users refrain from loud talking and other noise while passing portions of our golf course.

SECTION 4: VIOLATIONS

Persons violating this ordinance are guilty of a municipal civil infraction under Ordinance no. 119 of the Village of Northport.

SECTION 5: EFFECTIVE DATE

This Ordinance shall take effect upon the date of publication.

SECTION 6: ADOPTION

This Ordinance must be adopted by an affirmative vote of a simple majority of the members of the village council.

RECORD OF ORDINANCE

Upon enactment, this Ordinance shall be added to the Village Record of Ordinances and the President and Clerk shall authenticate the Ordinance by placing their signatures upon the Ordinance.
