Public Notices For Leelanau County

Michigan law requires local governments to inform their citizenry through public notices published in newspapers of record for their communities. These notices provide residents with an easy path for following the work of their elected officials. Public notices for Leelanau County can also be accessed online at Leelanaunews.com.

Public Notice

NOTICE

The Leelanau County Government Center will be closed on Friday, December 22, 2017 and Monday, December 25, 2017, in observance of the day before Christmas and Christmas Day.

As approved by the Leelanau County Board of Commissioners and as approved in the Leelanau County Personnel Policy Manual and the Teamster’s Local #214 union contract, the day before Christmas and Christmas Day, are holidays and shall be observed.

In addition, whenever a holiday falls on a Saturday, the Friday before shall be observed and whenever a holiday falls on a Sunday, the Monday after shall be observed.

Leelanau Township Board Meeting

Supervisor Scripps called the meeting to order at 7:00 p.m.

Board members present: Doug Scripps, Denise Dunn, Gary Fredrickson, Deb Van Pelt and Galen Leighton. Six citizens and four staff members were present.

Agenda set as amended.

Public Comment was heard from Jim Thomas, Christmas Cove.

Approved minutes of November 14, 2017 Regular Board Meeting as corrected and amended.

Approved the current bills in the amount of $56,444.08 as presented.

Reports were heard from Steve Bailey, Leelanau County Sheriff Department; Ty Wessell, Leelanau County Commissioners; Hugh Cook, Emergency Services; Nellie Danke, Library. The Board accepted a report from Ben Purdy, Facility Manager as presented.

Approved Resolution of Recognition and Appreciation for Deputy Steve Bailey, Leelanau County Sheriff Department.

Approved Resolution #3 of 2017, a Resolution regarding the Medical Marihuana Facilities Licensing Act.

A motion was made to use Braman Hill as a recycle station failed.

Approved an amount not to exceed $5,000 to repair collecting water problem outside the Omena Fire Hall.

Approved a motion to go into Closed Session on the Northport Creek Golf Course decision.

Approved a motion to return to regular Open Meeting and it was stated that more information is needed to act on this. Supervisor called a Special Board Meeting for Thursday, December 28, 2017 at 10:00 a.m. Closed Session would be held.

Discussed EMS Instructor/ Coordinator class cost assistance, Township Hall phone rates, and quote from AT&T and the Supervisor discussed a meeting he had with Leelanau County Solid Waste Council.

Public Comment was heard from Paul Rebori, recommended again a smaller contractor if any work to be done on Township’s Mill Street property and talked about contractual training vs. an employee for ES/EMS training; Jim Thomas, sewer debt plan and expenses; Ty Wessell, EMT Wellness Plan in Township is good; Phyllis Rebori, questioned sewer millage and Facility Fund millage.

Supervisor announced joint Planning Commission and Township Board Capital Improvement Plan meeting for Thursday, December 14, 2017 at 7:00 p.m. at the Leelanau Township Hall and that he would be meeting with Department heads different days next week.

Meeting adjourned at 9:05 p.m.

Elmwood Township Notice To The Public

The Township Board of the Charter Township of Elmwood held a regular meeting on December 11, 2017. The complete minutes of the meeting may be viewed online at leelanau.cc/elmwoodtwp. asp or at the township office during normal business hours. The meetings may be viewed on Govt. TV channel 191 or online at www.upnorthmedia.org.

Empire Township Board Minutes

The following is a synopsis of the December 12, 2017 regular meeting of the Empire Township Board. A complete copy of the minutes may be obtained by contacting the Clerk at 231-326-5349.

Supervisor Noonan called the meeting to order at 7:30 p.m. Members present: Deering, Neiswonger, Price, and Deegan. Minutes of the 11-14-17 regular meeting were approved.

Actions approved by motions: 1) Adopted resolution 12-2017, which states that Empire Township declines to adopt an ordinance authorizing any of the five types of medical marihuana facilities within Empire Township that are authorized by PA 281 of 2016. 2) Reappointed the following to township boards/committees: ESAC-Ralph Mittelberger; Airport Authority-John Stanz; ZBA-Erik Foged; Planning Commission-Erik Foged & Larry Krawczak. 3) Paid monthly bills.

Meeting was adjourned at 8:10 p.m.

Leland Township Board Meeting

December 11, 2017—7:00 p.m.

Leland Township Library Munnecke Room, 203 E. Cedar St., Leland, MI

The meeting was called to order by Supervisor Susan Och, with Clerk Jane Keen, Treasurer Shirley Garthe and Trustees; Tony Borden and Michael Collins, and 14 guests present. The agenda was approved. Minutes were approved for November 13, 2017 and November 28, 2017 Public Hearing. The Treasurer’s Report was approved. The following board actions were taken:

 Mr. Stowe and Mr. Robinson presented the proposed Leland Public School renovation plans.

 Motion carried to award contract for Leland River Crossing project to DVM Utilities.

 Motion carried to authorize an additional $3000 for the purpose of title searches for the properties along the pipeline of the proposed Sunset Shores Special Assessment District.

 Motion carried to approve $1000 bonus to the assistant Harbormaster for the 2017 season.

 Board members to review Appointment to Boards and Commissions Policy

Northport Village Request For Proposal (RFP)

The Village of Northport is seeking proposals from individuals/firms for the cleaning of the waterfront (public) and marina bathrooms/laundry and day room beginning May 1, 2018 through October 15th, 2018. For May, this should be 3 days a week; afterwards, 7 days per week until end of season in October.

The Village expects these areas to be cleaned twice a day. Proposal should include experience, salary expectation and references.

All proposals will be accepted up to and including January 31, 2018 at 3:00 p.m.

Cleveland Township Board Proceedings

The following is a synopsis of the December 12, 2017, meeting of the Cleveland Township board. The complete minutes are available from the Township Clerk. Clerk Nowak called the meeting to order at 7:00 p.m. Four members were present. Angie Diotte absent. Two guests were also present.

Agenda was approved as presented.

Approved minutes of the November 14, 2017 meeting.

Received Treasurer’s report and approved payment of bills.

Received Supervisor, Zoning Administrator and Board of Review reports.

The board adopted a resolution Regarding Medical Marihuana Facilities (to opt out and decline to authorize any type of medical marijuana facilities).

Public comment was held. The meeting was adjourned at 7:32 p.m.
