Public Notices For Leelanau County

Michigan law requires local governments to inform their citizenry through public notices published in newspapers of record for their communities. • The Northport/Leelanau Township Utilities Authority approved an increase to its operations and maintenance fee in the amount of $5 per REU.

• Leland Township planning commission will hold a meeting Feb. 7 at 7 p.m. to discuss Aurora Cellars has petitioned the Township’s Planning Commission to consider a request to amend Article 18, Section 18.25 to allow Microbreweries in the Agricultural Conservation zoning district.

Elmwood Township Notice To The Public

The Township Board of the Charter Township of Elmwood held a special meeting on December 21, 2017 and a regular meeting on January 8, 2018. Leland Township Board Meeting

January 8, 2018 — 7:00 p.m.

The meeting was called to order by Supervisor Susan Och, with Clerk Jane Keen, Treasurer Shirley Garthe and Trustee Michael Collins, and 18 guests present. The agenda was approved. Minutes were approved for December 11, 2017. The Treasurer’s Report was approved. The following board actions were taken:

 Chief Besson promoted firefighters Greg Johnson and Kyle Dunklow to Lieutenant.

 Approved Supervisor Och to sign the application to join MI-MABAS (Mutual Aid Box Alarm System).

 Approved renewal of Township Planner, Larry Sullivan’s contract.

 Approved transfer of $100,000.00 fund equity balance to the Capital Improvement Project Fund.

 Approved resolutions passed to collect summer taxes for area schools.

 Approved resolution to hold Leland Township Annual meeting, March 24, 2018 at 10:00 a.m.

Empire Township Board Minutes

The following is a synopsis of the January 9, 2018 regular meeting of the Empire Township Board. A complete copy of the minutes may be obtained by contacting the Clerk at 231-326-5349.

Supervisor Noonan called the meeting to order at 7:30 p.m. Members present: Deering, Neiswonger, Price, and Deegan. Minutes of the 12-12-17 regular meeting were approved.

Actions approved by motions: 1) Adopted the Empire Township Campground Surplus Funds Policy and Surplus Funds Application. 2) Raised the Empire Township Campground regular tent sites fees to 25.00/night for 1-6 people and increased the secluded sites to 28.00/night for 1-6 people. 3) Approved the Empire Township Special Event application for the Roy Taghon Memorial Snowmobile Drag Races at the William B. Bolton Airport on January 13, 2018. 4) Hired Floor Care Concepts to apply two more finishing coats to the township hall floor at the cost of $1,342.02. 5) Adopted Resolution 01-2018, which approves entering into and authorizing the clerk to submit a grant agreement to the State of Michigan to obtain a new voting system. 6) Adopted a resolution that Empire Township supports the proclamation of Catholic Human Services to declare April 2018 as Social Host Awareness month, which calls upon parents, citizens, homeowners and property owners to host gatherings responsibly and take measures to eliminate access of alcohol to persons under the age of 21. 7) Paid monthly bills.

The Leelanau Township Board regular meeting will be held on the second Tuesday of each month at the Leelanau Township Hall at 119 E. Nagonaba St., P.O. Box 338, in Northport, Michigan and the Annual Meeting, for this fiscal year, will be held on Saturday, March 30, 2019 at the Leelanau Township Fire Hall, at 10:00 am. Board members present: Doug Scripps, Denise Dunn, Gary Fredrickson, Deb Van Pelt and Galen Leighton. Four citizens and four staff members were present.

Approved the current bills in the amount of $43,652.04 as presented.

Reports were heard from Sam Wigton, Leelanau County Sheriff Department; Ty Wessell, Leelanau County Commissioners; Hugh Cook, Emergency Services; Ben Purdy, Facility Manager

Approved a quote from Tele-Rad, Inc to install speakers in the EMS quarters for the 800MHz radio pager reception for $887.15.

Approved a Credit Card Policy for use to purchase items for the Township as amended.

Approved the appointment of Dennis Armbruster to the Board of Review to fill the remaining term expiring December 31, 2018 for David Allen

Approved going for millage for the sewer bond debt for the Township at the August Primary Election.

Approved increasing the sewer user fee for households within the SAD (Sewer Assessment District to $199 per quarter to equal the amount paid by Village households in the SAD for debt service payment.

Approved the use of a portion of township land for the purpose of a recycle station with condition availability of funds.

Approved the 2018- 2019 Regular Meeting Schedule April 1, 2018 – March 31, 2019 as presented.

Approved a Resolution authorizing the Clerk to submit a Grant Application with the Secretary of State on behalf of the Township for the purchase of new voting system that includes precinct tabulators, Absent Counting Board Tabulators, accessible voting devices and related Election Management System software.

Discussed Department Head Performance Reviews, and a request from the Facility Manager.

No Public Comment was heard.

Acknowledged receipt of a letter from Jim Thomas that he would not be doing the mowing at the airport or cemetery this year.

Meeting adjourned at 9:08p.m.

The following is a synopsis of the January 9, 2018 meeting of the Cleveland Township board. The complete minutes are available from the Township Clerk. Clerk Nowak called the meeting to order at 7:00 p.m. Five members were present. One guest was also present.

Agenda was approved as presented.

Approved minutes of the December 12, 2017 meeting.

Received Treasurer’s report and approved payment of bills.

Received Supervisor, Zoning Administrator, Planning Commission and Board of Review reports.

The board adopted a resolution Regarding Help America Vote Act (HAVA) grant Agreement Regarding Voting System Hardware, Firmware and Software.

Leland Township Planning Commission Notice To The Public

Aurora Cellars has petitioned the Township’s Planning Commission to consider a request to amend Article 18, Section 18.25 to allow Microbreweries in the Agricultural Conservation zoning district. The proposed use would be part of Special Land Uses for previously approved or grandfathered wineries and cideries in Leland Township. The amendment would require that the microbrewery be located on the same licensed premise, along with annual production not exceed 175 Barrels in a given calendar year and finally, a minimum of 25% of the beer shall be consumed onsite.
