Michigan law requires local governments to inform their citizenry through public notices published in newspapers of record for their communities.  Centerville Township zoning board of appeals public hearing July 18 at 7 p.m. Due to a recent court order in the matter of Cherry Capital Connection vs. Centerville Township, the proposed settlement agreement has been remanded to the Zoning Board of Appeals.

 Empire Township Planning and Zoning Board has a meeting scheduled for July 17 at 7:00 p.m. To receive comments on a proposed text amendment to the Empire Township Zoning Ordinance.

Notice is hereby given that the partnership lately existing between Charles Bertram and Andy VanGuilder, and doing business under the firm name of 231 Recordings, at 10660 E. Carter Road, Elmwood Township, Leelanau County, Michigan, was dissolved on June 21, 2018 by mutual consent. ORDINANCE NO. 2-2018
June 19, 2018

AN ORDINANCE TO AMEND SECTION V.5 OF ARTICLE V OF THE GLEN ARBOR TOWNSHIP ZONING ORDINANCE TO PROVIDE FOR THE PERMITTING OF ACCESSORY RESIDENTIAL EXTENSIONS, ACCESSORY BUILDINGS (ATTACHED OR DETACHED) AND BOAT HOUSES IN RESIDENTIAL DISTRICTS.

GLEN ARBOR TOWNSHIP HEREBY ORDAINS:

SECTION 1. Amendment of Section V.5 of Article V of the Glen Arbor Township Zoning Ordinance.

Section V.5 of Article V of the Glen Arbor Township Zoning Ordinance is hereby amended to read as follows:

Section V.1 RESIDENTIAL I - USES PERMITTED

No building, nor structure, nor any part thereof, shall be erected, altered or used, or land or premises used in part or in whole, for other than the following specific uses:

Permitted Uses - No building, nor structure, nor any part thereof, shall be erected, altered or used, on land or premises used in part or in whole, for other than the following specific uses:

A. A single family dwelling.

B. A home occupation, provided that there be no external evidence of such occupation except a non-illuminated sign and that said occupation does not require nor effect any changes in the external character of the building.

C. Accessory Residential Extension

1) Supplemental dwelling space; for example, finished room over one story garage detached from residence (dwelling)

2) Construction must meet all building requirements as set forth in zoning requirements and must comply with all building codes.

3) Supplemental space shall not exceed one room and bath. Kitchen area is not allowed.

4) Use of space may be bedroom, office, workshop or related to private one family dwelling.

D. Accessory buildings, whether attached or detached; for example, private garages, garden houses, tool houses, play houses, hobby or craft buildings, etc.

E. Boat houses.

Building Lot Area - Each dwelling or other main building hereafter erected in the Residential I District shall be located on a building lot or parcel of land having an average width of not less than one hundred (100) feet and containing not less than fifteen thousand (15,000) square feet of area unbroken by any public road, street or thoroughfare, provided that this shall not prevent the use of a building lot or parcel of land of lesser size that was of legal record or had been laid out by a registered land surveyor prior to the effective date of this ordinance.

SECTION 2. Effective Date.

This ordinance shall take effect upon the eighth (8th) day after publication.

At a regular meeting of the Glen Arbor Township Board of Trustees held on June 19, 2018 adoption of the above ordinance was moved by Peppler and supported by Gretzema.

Ayes: Peppler, Lewis, Gretzema, Quick and Van Nort.

Nays: None

Absent: None

Township Supervisor Peter Van Nort declared the ordinance adopted.

Leland Township Board Meeting

June 11, 2018 — 7:00 p.m.

The meeting was called to order by Supervisor Susan Och, with Clerk Lisa Brookfield, Treasurer Shirley Garthe, Trustee Tony Borden, Trustee Michael Collins and 9 guests present. The agenda was approved. Minutes were approved for the May 14, 2018 Meeting. The Treasurer’s Report was approved. The following board actions were taken:

• Approve request from The Leelanau Community Cultural Center to close Cedar Street for the Artists Market Saturday July 14th and authorize the clerk to submit a permit application. (Resolution R-18-16)

• Approve adjustment to the 2018-19 pay raise for Ken Hagstrom to reflect $17.00 per hour wage.

• Authorize payment of the April 2018 invoice in the amount of $28,377.51 to CH2M (JACOBS) for the Sewer Operations annual reconciliation.

• Approved the request from Michigan Teal to put up ribbons in Lake Leelanau for ovarian cancer awareness.

• Authorize the clerk to submit invoices for reimbursement of legal fees resulting from variance requests to the ZBA from KAR-2, LLC, Thomas Earwood, and Leroy Trifilio.

• Review of the Draft Leland Township Parks Ordinance.

ORDINANCE NO. 2-2018
June 19, 2018

AN ORDINANCE TO AMEND ARTICLE II – DEFINITIONS OF THE GLEN ARBOR TOWNSHIP ZONING ORDINANCE TO ADD THERETO DEFINITIONS FOR ACCESSORY BUILDING (ATTACHED), ACCESSORY BUILDING (DETACHED), ACCESSORY USE, ACCESSORY RESIDENTIAL EXTENSION, BOAT HOUSE, GARAGE (COMMERCIAL) AND GARAGE (RESIDENTIAL).

GLEN ARBOR TOWNSHIP HEREBY ORDAINS:

SECTION 1. Amendment of Article II – Definitions of the Glen Arbor Township Zoning Ordinance.

Article II - Definitions of the Glen Arbor Township Zoning Ordinance is hereby amended to add thereto the following definitions:

ACCESSORY BUILDING, ATTACHED: A building customarily incidental and subordinate to the principal building, which is attached to the principal building by a shared wall or an enclosed walkway, and located on the same lot as the principal building (e.g., a garage, storage building, boat house, etc.)

ACCESSORY BUILDING, DETACHED: A building customarily incidental and subordinate to the principal building, but detached from the principal building, and located on the same lot as the principal building (e.g., a garage, storage building, boat house, etc.)

ACCESSORY RESIDENTIAL EXTENSION: A portion of an accessory building used for supplemental space as permitted SECTION V.5.C of this Ordinance.

ACCESSORY USE: A use customarily incidental and subordinate to the principal use of the land or building and located on the same lot as the principal use.

BOAT HOUSE: Any structure, either temporary or permanent, having a roof and used for the shelter or enclosure of a boat or boats, and the equipment and supplies for such boat or boats, built on the water’s edge. A boat house may not have any habitable space and shall be used only for storage of boats and boat related equipment when located in any residential district.

GARAGE, COMMERCIAL: Any garage serving the public, which is used for storage, major repair and maintenance, refinishing, rust proofing, washing, adjusting, or equipping of automobiles or other motor vehicles.

GARAGE, RESIDENTIAL: An accessory building, attached to or detached from a dwelling, designed and used primarily for the parking and storage of motor vehicles, boats, and equipment belonging to those in the residence.

SECTION 2. Effective Date.

This ordinance shall take effect upon the eighth (8th) day after publication.

At a regular meeting of the Glen Arbor Township Board of Trustees held on June 19, 2018 adoption of the above ordinance was moved by Peppler and supported by Gretzema.

Leelanau Township Notice To The Public

The Leelanau Township Board of Review will be held on Tuesday, July 17, 2018 at the Township Hall, 119 E. Nagonaba, Northport, MI., at 9 a.m. 231-386-5138.

The purpose of the July Board of Review is for considering agricultural, hardship and homestead exemptions, and correcting clerical errors (including uncapping issues), or mutual mistakes of fact only. This meeting is not for the purpose of hearing appeals of assessment by individual property owners.

Public Notice

The Leelanau County Government Center will be closed on Wednesday, July 4, 2018, in observance of Independence Day.

As approved at the Leelanau County Board of Commissioners Board meeting and as approved in the Leelanau County Personnel Policy Manual and the Teamster’s Local #214 union contract, Independence Day is a holiday and shall be observed.

Empire Township Board Minutes

The following is a synopsis of the June 12, 2018 regular meeting of the Empire Township Board. A complete copy of the minutes may be obtained by contacting the Clerk at 231-326-5349.

Supervisor Noonan called the meeting to order at 7:30 p.m. Members present: Deering, Neiswonger, Price, and Deegan. Minutes of the 05-08-18 regular meeting were approved.

Actions approved by motion: 1) Approved the Empire Chamber of Commerce Special Event application for the September 15, 2018 Empire Hill Climb, contingent on a favorable review and report from Leelanau County’s Emergency Management Director. 2) Determined that the Lively Music Festival that is to be located on Gary Becker’s commercially zoned 10 acres on S. Benzonia Trail was not detrimental to the property’s zoning district and approved the event contingent upon a favorable review by the Zoning Administrator. 3) Paid monthly bills.

In other business the board was informed that the Cemetery Committee approved the addition of a columbarium at Maple Grove cemetery.

Centerville Township Zoning Board Of Appeals Notice To The Public

Due to a recent court order in the matter of Cherry Capital Connection vs. Centerville Township, the proposed settlement agreement has been remanded to the Zoning Board of Appeals members to determine whether the settlement terms set forth in the proposed Stipulated Order and Consent Judgement attached to the Township’s motion address the concerns raised by the ZBA in its February 2, 2018 decision appeal form allowing a 128 foot WIFI tower to be placed on property located at Tax ID # 45-002-004-002-00, 2020 S. French Road, Lake Leelanau, MI 49653, Section 4, T29N R12W 104 Acres. The project was approved per Section 4.20 Towers, of the Centerville Township Zoning Ordinance. The property is located in the Agricultural (AG) zoning district.

Empire Township Planning & Zoning Board Notice Of Public Hearing

PLEASE TAKE NOTICE that a public hearing of the Empire Township Planning and Zoning Board has been scheduled for 7:00 p.m. Tuesday, July 17, 2018 at the Empire Township Office

Suttons Bay Village Council Notice

Synopsis of Suttons Bay Village Council Regular meeting of June 18, 2018.

Regular meeting called to order at 5:30 p.m., by President Lutke. Quorum present.

Present: Bahle, Case, Christensen, Egan, Hylwa, Lutke and Suppes

Council approved payment of bills as presented by Treasurer DeVol.

Council approved the Village Council Regular meeting minutes of May 21, 2018, as presented by Fay.

Council acknowledged receipt of the 2017 Financial Statement (audit) as prepared by the firm of Vredeveld Haefner LLC, for year ending December 31, 2017.

Council adopted Resolution 4 of 2018, setting time and date of a public hearing to consider the approval of a development plan and tax increment financing plan pursuant to ACT 197 of the Public Acts of Michigan of 1975, as amended, with an affirmative unanimous roll call vote.

Council authorized the purchase of the Workgroup server, two Workstations, and Windows 10 upgrades for an estimated cost of $4,575.00.

Council failed to approve a proposed amendment to the Village Council Rules and Procedures.
