Some of these “permitted”

Some of these “permitted” activities may have been exempted from getting a permit. Check the Soil Erosion and Sedimentation Control Act, Part 91 of the Natural Resources Protection Act, specifically 324.9115a Earth change activities not requiring permit; violations. Just saying, applicants should be made aware of exemptions as much as those activities that require permit.
