Npt. Council approves first reading of housing ordinances

Northport Village Council trustees unanimously approved the first reading for both a workforce housing PILOT ordinance and an attainable housing facilities exemption ordinance in June. Village manager Jered Ottenwess said it will require a second reading and approval from council at the next regular meeting on July 17 for both ordinances to be adopted.

The council first reviewed and discussed both draft ordinances at the June 5 work session and then gave direction to proceed with adoption. The attainable housing facilities exemption ordinance establishes an “attainable housing district” that encompasses the entire village of Northport. Prior to ordinance adoption, the village will send out written notice by certified mail to the county in which the proposed district will be located and the owners of all real property within the proposed district.

According to the ordinance, there are about 700 real property owner addresses within the village. The intent of the ordinance is to offer a tax incentive to owners of small-scale rental housing developments (1-4 units) that are affordable to moderate-income households, ultimately encouraging the “renovation of aging housing stock, the conversion of underutilized buildings to residential use, and the construction of new attainable housing units.” For a property to be considered eligible, there are a list of criteria to meet, including rental units being leased only to income-qualified households (households at or below 120% of the area median income) at rents that do not exceed 30% of the household’s income.
