Empire Village Council members spent much of the monthly meeting Tuesday night debating public works staffing and infrastructure priorities as they reviewed the village’s 5-year capital improvement plan (CIP).
In addition to discussion of alley and street projects, the meeting turned to questions about employee supervision, vacation time, and licensing requirements within the Department of Public Works (DPW).
A lengthy exchange centered on whether the DPW superintendent should be held responsible for an employee’s failure to complete the required commercial driver’s license (CDL) training within a year of hiring as outlined in the job description. This has become a time sensitive issue with winter approaching and the DPW technicians need to be certified with a CDL in order to drive snow plows.
