After nearly four years of closed-door negotiations, a new bible has been written dictating how and to whom fish stocks in much of the Great Lakes will be divided. The resulting consent decree, which was signed into life on Aug. 24 by U.S,. District Court Judge Paul L. Maloney, will be around for awhile. It’s due to expire on “the 24th anniversary of its entry,” Maloney ordered.
